Troubleshooting Operating System: Windows 3.x Application: Netscape Navigator Error Message: Unable to launch external viewer! error code=16

1. Open Netscape Navigator.
   
2. From the menu bar click Options and choose General Preferences.
   
3. Click the Helpers tab.
   
4. Scroll down to File type application/octet-stream and select it.
   
5. Set Action to Save.
   
6. Click the OK button.
